Laser hair removal is it wise?

I am 17 and think of getting laser hair removal dome to my legs because shaving makes me itch and I try waxing them myself once and got red bumps for 4 days. I got 2,000 in savings for it but will it be enough? what is the risk? Cons and pros? I am going with my friend cause she wants to get her stomach done cause she has a happy trail like a guy she tried of messing with. Is there anything else can do besides laser?
