Army OCS security clearance?

your family's problems do not affect your security clearance unless the illegal activity benefitted you in some way, you knew about it, and you let it happen anyway. If that is the case, then yes, you should move. If not, it is not legally mandated that you disclose that. the background check will be for your husband, not the mother. The investigator likely will not even know about it unless you disclose it willfully in the interview. I did the investigations for these things for 5 years while in the Army.
