Why is obama always the LAST one to get involved on issues? Why dont he lead instead of following?

Seriously, he was the last one to get involved with NATO, and turned over command--no leadership.------Obama did nothing when gas went up to $4.50 a gallon, then gas drops a DOLLAR a gallon, he releases oil reserves.-----Here we are in June,2011, ad HE HAS YET present a budget for 2011. He presented one for 2012, and his own party shot that down. He set up a panel to find ways to reduce the deficit---------he didnt respond to ANY of their recommendations. When will Obama get involved with OUR PROBLEMS and do something instead of sitting back and then react to whats happening?
